Punjab Small Industries Corporation was established in July 1972 under PSIC Act. Since its inception PSIC is actively engaged in Promotion, Development and Support of small, cottage and household industries in Punjab

To promote sustained industrial development through provision of market driven credit, infrastructure and technological support, contributing to employment generation, poverty alleviation and socio-economic uplift of the province
Objectives
- Investment promotion through credit assistance for setting up of new industries and balancing, modernization and expansion of the existing industries.
- Development of Small Sector Industries by providing developed small industrial estates.
- Technology up-gradation through common facility centers in industrial clusters
- Handicrafts Development through design support., credit assistance, marketing outlets and craft development centers
- Poverty alleviation by creating new jobs in private sector
- To make a contribution towards improvement in environment by providing financial assistance for purchase of 4-stroke CNG rickshaws and conversion of diesel buses into CNG.
Small Industries Corporation inherited 3-Servise Centres: Surgical Centre at Sialkot (the present Metal Industries Development Centre), Pottery Centre, Shahdara & Tanning And Footwear Centre, Gujranwala (now Institute Of Leather Technology). Four new service centres: “Light Engineering Service Centre, Gujranwala, Cutlery And Small Tools Industries Centre, Wazirabad and Institute Of Ceramics At Gujrat were established. These centres have played significant role in the development of “Export Oriented Industries” like Sports Goods, Surgical Instruments and Leather At Sialkot and Gujranwala.
Three (3) Small Industrial Estates were developed at Gujranwala, Sialkot And Gujrat, with the help of IDA Credit Assistance; these played a tremendous role in the establishment of new industries. The industrial estates were colonized within a very short span of time.

PSIC embarked an extensive plan for development of Carpet Industry and established 82- carpet training-cum-development Centres throughout the province. Remote places like DG Khan, Layyah, Ahmedpur East, became the hub of activities for Carpet Weaving. The export of Pakistani carpets, which was US $ 25 million in 1972 reached to US $ 195 million in 1979
- A new scheme known as “Dehi Mazdoor Scheme” was launched during 1974 to introduce different technical trades to rural youth. 10- Centres were initially established and the number gradually went-up to 50. A total of 36,948 rural young men have been provided on-job-training to uplift their technical skill.
- During this period, new Small Industrial Estates were established at Jhelum, Chakwal, Gujjar Khan, Sahiwal, Sargodha and Faisalabad.

During 1983-84 PSIC went into direct lending and launched a financial assistance scheme, titled “Rural Industries Loan Fund Scheme” in the rural area of Punjab Province. A modest amount of Rs19.00 million was allocated by the Government of Punjab. The maximum loan limit was Rs 0.100 million.

In 1986-87 PSIC was re-organized. Directorates were merged to make 6-Directorates at PSIC Head Office and a new set up was created. The status of field offices was raised and Regional Directorates were created at Lahore, Multan, Gujranwala, Faisalabad, Bahawalpur , Rawalpindi, Sargodha and D.G.Khan to have an effective/speedy working of the credit operation
The Government of Punjab provided seed money of Rs. 250 million to start a new lending scheme under RIP/SES Program. PSIC was able to tap other sources for lending purpose as under:-
- Dutch Government (Grant-in-Aid) Rs. 165 million
- Commercial banks under LMM schemes Rs. 950 million
- Bank of Punjab Rs. 270 million
- Funds diverted from Industrial Estates Rs. 120 milliom
- A total sum of Rs. 1760 million was disbursed to 6333 number of. units
- Three more service centres namely Wood-Working Service Centre, Gujrat, Centre For Agricultural Machinery Industries, Mian Channu and Blue Pottery Centre at Multan were also established during this perio
Two more Wood-Working centres were established at Rawalpindi and Kot Addu.
Industrial Estates were established at Taxila, Khanewal, Mian Channu and Kasur under Self-Finance Scheme. In addition, work on Export Processing Zone was started at Sialkot

The 13 service centres, 50 Dehi Mazdoor Training Centres and 10 Women Training Centres of PSIC were transferred to TEVTA.
- PSIC also closed down all but one carpet centres.
PSIC took following initiatives for development during this period
- Launching of the new loaning scheme “Credit Scheme For Small Industries”(CSSI-02)
- Micro Credit Scheme titled “Credit Assistant Scheme For Artisans” (CASA).
- Initiation of physical work in New Industrial Estates /EPZ in Gujranwala and Lahore
- Upgrading /Uplifting of SIEs for better facilities to the industry.
- Held seminars in different cities to disseminate information to the SSI sector on the market potential of items sold in the American One Dollar Shops.
- Conducted a diagnostic study on industrial clusters.
- Launched a programme for establishment of four Cluster Support Centres for auto-parts industry (Lahore), Electrical Fitting Industry (Sargodha), Composite Material Based Sportsgoods Industry (Sialkot), Wooden Furniure Industry (Chiniot).
- Food Processing Industry (Multan)-in collaboration with SMEDA
- Carried out Census & Survey of small, cottage and household industries in Punjab enlisting more than 200000 units.
- Launched a loaning scheme for CNG Rickshaws with a portfolio of Rs 500 million
- Launched a pilot scheme for conversion of diesel buses into CNG buses.
- Took initiatives for establishing Business / Industrial Incubators for new industrialists in collaboration with Ministry of Science & Technology
